We're low on budget, so I'm wondering if there might be similar
inexpensive or opensource software that rival IBM's Websphere
Application studio? We're into java and so visual studio .net and its
relatives isnt a choice. We need to be able to test out webservices
within the application, not just writing java codes. Thanks.
Could try Net Beans its free.
It comes with Tomcat installed.

Oracle JDeveloper is much cheaper than WSAD.
And it has a comparable set of features.
It includes all you need to develop and test web services.
