In each perspective where you want the plugin to appear, choose
Windows/Customize Perspective, then enable the things you want.  You
can enable wizards in menus (eg, the File/New menu), and you can
enable so-called "Commands".  I didn't know what it meant, but after
enabling your plugins there you will find that they display an entry
in the menubar, or a toolbar button, or both.

After installing tomcat plugin, select java perspective, go to menu
Window->reset perspective.
