I18N handling in Java

Hi,

is there a proven approach for Java to create a tool chain for I18N web
applications? Strings are stored in resource bundles, but is there a good tool
to sync the different translations? Also, what about HTML pages, which are
provided as an online help? Is there something how to sync the translations of
such HTML pages?
