Eclipse Tomcat javac not found

If I start Tomcat (4.1.27) outside of Eclipse, then access it, all is
well.
If I start from within Eclipse (3.0) using Sysdeo plugin, I get
'Unable to find javac compiler' when Tomcat tries to compile a JSP.

I know I hacve seen the solution to this on this site before, but I
cannot seem to find it...

Help?

When I has this problem a customer was running Tomcat in the JRE.. he
installed the SDK and it all worked fine. The JSPs need to be compiled into
servlets.
