best struts-jsp-servlet development tool?

Hello,
We are going to develop a web based application that uses Oracle 9i
database at the beckend. We started with Oracle JDeveloper 10g. It
seems fine but it fails to meet our needs at some points. Can you
recommend another tool for us?

I have been using Compuware Corporations' OptimalJ product suite.
http://javacentral.compuware.com

It can build J2EE applications for multiple databases/application servers
and adequately manage the code via Model Driven Architecture.
