MVWeb not loading, Help needed.

I am getting this error:

java.lang.ClassNotFoundException: com.itron.uts.mvweb.applet.MVWeb

I talked to webmaster and I have proper java version (1_4_1_02).
I closed firewall and cranked IE security to low, and I am still getting
this error.
I am using winxp sp2 with all the updates, IE ver. 6.029.xxx

Any one can help me to troubleshoot this problem?

..Don't do that.  Not for any Java applet - *ever*.

Java applet's already have access to a mechanism for
gaining greater priviliegs using 'signed' code.  

When Java applets are signed, you, the end user, gets
asked if you are willing to allow the Java applet
'full priviliges' or 'unrestricted access'.

There is no need (and potentially great risk) to setting
your browser security low.
