MVWeb not loading, Help needed.

I am getting this error:

java.lang.ClassNotFoundException: com.itron.uts.mvweb.applet.MVWeb

I talked to webmaster and I have proper java version (1_4_1_02).
I closed firewall and cranked IE security to low, and I am still getting
this error.
I am using winxp sp2 with all the updates, IE ver. 6.029.xxx

Any one can help me to troubleshoot this problem?

It is to access the data from the electrical meters, requires user
account, I can not give it away. After supplying the user name and
password I should  be re-directed, should see the small splash page and
under it main window where MVWeb should load and install. I get the
splash page, but no .gif on it, just white window, then the splash page
disapears and later I get the above error message.
For obvious reasons I do ccan not post the full URL, but it goes like
https://......com/servlet/Fetcher
I know other computers work just fine with the same set-up, mine does
not.
Any sugestions how to troubleshoot this problem?

Take the problem..
a) to the manufacturer/webmaster, or..
b) someone who has access to the page.

Alternately, if the webmaster can reproduce the problem on a
less restricted page that we can access (put up at Geocities,
even) we are back in business.

[ I cannot (will not attempt to) debug applets without the URL. ]

Open the Java Console and press '5' to set trace level to 5 (obviously).
Maybe clear the class loader cache by pressing 'x'. Reload the page and
look in the Java Console which URLs the java plugin tries to visit when
it wants to load the applet's class files.

Further you could try to remove cached applet files. Open the Java
Control panel and clear the cache.

IIRC you were using Java 1.4.1_02. This is quite an old version. It
might contain bugs causing the problem. Maybe upgrading to a more recent
version solves the problem.
