Javadoc failed: java.io.IOException: javadoc: not found

I get the following error when installing xerces 2.5.0 on Linux/ppc:

javadocs:
 [javadoc] Generating Javadoc
 [javadoc] Javadoc execution

BUILD FAILED
file:/home/oeln/install/xerces-2_5_0/build.xml:356: Javadoc failed:
java.io.IOException: javadoc: not found

I've got the following environment variables identified:

JAVA_HOME=/opt/IBMJava2-ppc-131/jre
PATH=$PATH:$HOME/bin:$JAVA_HOME/bin

Only information on this I've found online imples the issue is with
the environment variables not existing; but this is not the issue in
my case. I would be interested in any ideas/insights on this, please..

You need a SDK, not a JRE
