How do I find programmers?

I'm looking for java programmers (could be another language but I think java
will be fine). I want solutions for specific problems and want to pay for
what I recieve. It really doesn't matter who does the job, it could be
anyone on the net. First, I'd like to know if someone has experience or
opinions of buying programming help over the net. Is it a good or bad idea?
Second, where do I go to find as many willing programmers as possible (for
this kind of job). Thanks!
