My understanding is that MIDP is best suited to low end PDAs and small
mobile devices like mobile phones, whereas J2ME Personal profile is
better suited to high end PDAs, which is what I want to develop for.

Very different. They're two separate profiles build on top of two very
different VMs (MIDP builds on the KVM [16-bit processor, 128-256k RAM],
which the Personal Profile builds on the CVM [32-bit processor, 2MB RAM
minimum]).

Personal Profile isn't supported on Palm Tungsten. MID Profile is.
