I dont think there are any decent Operating Systems out there that are
written in Java, pretty much everything is written in C/C++ due to the
fact that C/C++ are much faster than Java.

The JavaCard platform was already mentioned in this thread. Additionally I
want to add that there will be (in the near future) smart cards that do run
internally with J2ME.
