Did you try NetBeans and it's GUI designer?

If you must stay with Eclipse then MyEclipse
<http://www.myeclipseide.com/> has ported the excellent Netbeans
visual editor (Matisse) but they charge for it. If you are content
with a form generator Mitch Stewart has a comprehensive, although
outdated, list at
<http://www.fullspan.com/articles/java-gui-builders.html>.

You can replace Eclipse with a different IDE. See
http://mindprod.com/jgloss/ide.html
I suspect though what you want is a different editor to plug into
Eclipse.

Why do you want to switch? Are you running 3.3 (Europa)?
Eclipse hasn't officially released Visual Editor for Europa. There apparently
weren't very many people willing to act as CVS committers and/or write code.
Someone HAS ported the VE to Eclipse Europa, however. I'm using Europa and
the VE right now. I'll have to see if I can find the URL.
