state county drop down

I am looking for a US state then has another drop down for list of
counties per state. Anyone know of one?

It has such drop downs, but the county tables are incomplete.

It works by installing a different set of county tables when you
change states.

If you can get a list of counties for each state, it would be fairly
easy to plug that in.

This could work to complete the list...

But,  Virginia has independent cities, they are directly under the
state, so you'd want to include these in your county list.

So does New York.  Mostly.  New York City comprises five counties.  Cities are
not within county boundaries.

There are a very few other exceptions. I think that St. Louis, MO;
Carson City, NV; and Baltimore, MD are not in counties. And San
Francisco city and county are "coterminous", which effectively means
that SF is not in a county.

The issue is not the boundary lines, but whether there is a county
government distinct from the city government. In New York City, for
example, there are five functioning State-of-New-York counties, each one
coterminous with a borough.

Borough of Manhattan       New York County
Borough of the Bronx       Bronx County
Borough of Brooklyn        Kings County
Borough of Queens          Queens County
Borough of Staten Island   Richmond County

But, on the other hand, every city in Virginia is in no county, even if
it is surrounded by a county on all sides. Virginia city administrations
are expected to fulfill all the traditional county functions.

That's not entirely accurate.  Cities in Maryland, such as Annapolis, have
their own government but can still be considered part of a county.  For
example, Annapolis, Maryland, a city, is the county seat of Anne Arundel
County (as well as the State capital).  It also has a mayor and a city council.

I seem to recall situations where a city can be the county seat but also not
part of the county.  I don't remember an example, but I wouldn't rule it out.

That's the normal state of affairs, dating back to medieval England, and
found in most states. Virginia is unusual in that cities are not in a
county. There are about a dozen other anomalous cities outside of
Virginia, and counties have been suppressed altogether in Connecticut,
Rhode Island, and parts of Massachusetts, the former county services
being provided directly by the state. (The historic county boundaries
may delimit service zones.)

To top it off, Alaska has boroughs instead of counties, and Louisiana
has parishes.

I live in Virginia, and I can verify that this is the case.
Alexandria, Fairfax City, Falls Church, Mannassas, Manassas Park, and
many more are not part of counties! It is possible for a city to be
surrounded by a county, but it's still not a part of it. For example,
Fairfax City is in the middle of Fairfax County, but is not part of
it. (It used to be, but many years ago it separated and became an
independent city.)

That's the city I was trying to remember.  While it's not in Fairfax County,
it is the county seat for Fairfax County.

Apparently that is only approximately true. The city is shaped like a
doughnut. Outside the doughnut is Fairfax County. The doughnut is
Fairfax City. The hole in the doughnut is another little bit of Fairfax
County, and /that/ is where the county seat is.
