loading a J2ME program into mobile phone (not SIM)

Anybody pelase help, Can I load a J2ME program into a mobile phone
memory (not SIM) and send SMS or use GPRS through my program?

To the opposite: I've never heard of a J2ME applet to reside
on the SIM, but *always* in the phone itself.

Whether and how such an applet can access SMS and GPRS, I don't know.
Consult J2ME API-dokumentation for answers.
