Can a person create and run Java Programs on the Cell Phone: LG AX275

What is the best way to do this.

AIUI you can't create Java programs on any cell-phone. You usually
create them on a desktop PC using Java Micro Edition (specifically MIDP).

Not all phones can run Java applications.
