That is a very poor subject line, one like
'Date Base Report java code' or even the quite redundant
'Date Base Report java code help' would better attract
the attention of those who might be able to assist.
But then we come to..

Best?  What does that mean?
The best tool or IDE for creating the code?

Or are you simply asking us to write some
code for you, to create a report from a DB?

Some important factors are:
Is the DB local, or remote?  
Is the interface a thin client (browser) or
rich client (Swing GUI)?  Or it it a 'headless'
program that dumps directly to printer?

databases.
