how to grantee a user to delete any files?

SecurityManager sm = System.getSecurityManager();
sm.checkDelete(dir.getAbsolutePath());

Do the above codes mean the file 'dir' can be delete at any time?

   Given that anybody can implement their own SecurityManager, you
basically have zero guarantees about anything.
