Detecting the opening of file types

Hi there... i'm trying to create a piece of software that will be able
to detect the opening of files of any extension that i specify... i
was hoping someone would be able to advise as to where to look... i've
been looking all around but haven't been able to find anything
useful... been trying to look into the code that the file explorer
sysinternals tool uses but i can't seem to find a lot of useful
information.
