It sounds to me like you are asking someone to do the work for you, not to
help you with it. What you are describing sounds like it would be a lot of
difficult work and I doubt anyone here has the time to simply write it for
you. You don't show any signs of having done any work on this yourself yet.

If you are serious about this project, try doing some research so that you
know how the algorithm works in general. Then, try to write it in Java. If
you get stuck trying to write specific parts of the algorithm in Java, ask
here and someone may be willing and able to help you.

Alternatively, try looking around to see if there are existing Java packages
that already do what you want. Then try them out and see if they meet your
needs.
