Eclipse not picking modified files that where change outside eclipse...

Is there a way to have Eclipse watch for modified files that were
modified outside Eclipse?

For example, a file is modified by another editor than Eclipse.  When
the modfication happens I want Eclipse to update its cache, compile,
ect... *without* going to the "Navigator" in Eclipse and doing a right
mouse click then "Refresh"...

If Eclipse cannot do it, is there a plugin that will watch the
directory?

How about the appropriately-named "Refresh Automatically" setting?
