when i build a new Action(or DispathAction) using jbuilder,  it insert
Action element to
struts-config.xml,  but when i want to debug it,i must restart the
tomcat. it is so bad!
is it any way to debug action without restarting tomcat?
i search struts's src   ,i build a servlet which is to run
ActionServlet's init() method,but
although that it didn't to load struts-config.xml newly.
who can help me?
