My question is if there is any built in plotting libraries in the Java
API ? And if so what are they...
I have searched the api:
plot site: .... api location...
graph site: ... api location ...
But no luck using this search. This is why I doubt there is any built
in java API for plotting or graphing.

Built into Sun's class libraries? Not that I know off. A google query of
"Java plotting" turns up

And it's still not clear what you want. Are you looking for an IEEE 488
interface in Java? An HPGL driver? A graph drawing library? Just a
drawing library? Or what?
