What is the proper term for a single properties file that translates
for one locale -- language, country, variant? bundle? ResourceBundle?

What is the proper term for the group of properties files that
translates the same set of strings for a group of locales?
bundle? ResourceBundle? BundleGroup? BundlePack?

I have gone with ResourceBundles are a set locales and bundles are a
single locale. Sun is wobbly on terminology, but that seems a
reasonable distinction.
