My post was intended to answer the OP's question, not to give
financial advice. He may be a wealthy developer or he may be willing
to reload his operating system every sixty days.
In any case, I find the newsletter I get from IBM's developer works
contains useful information about current software trends and free
software supplied by, or sponsored by, IBM.

Reloading the OS is a violation of the licence agreement.
