Is there a class in JDK1.5 or 1.4.xxx  that I can call to run a traceroute
on an IP address?

No but the app com.act365.net.ping.Traceroute (download from
http://sourceforge.net/projects/jswrench) will. However, it uses a JNI
library and, of course, assumes that the user has the necessary permissions
to open a raw socket.
