Error: JVM not found

I'm trying to install a Java application (The RIMS II Viewer from the
Bureau of Economic Analysis). I've installed it on other computers with
no problems, but I'm trying to put it on a Dell Latitude notebook with
a newly installed version of Windows XP Professional (fully
Windows-Updated to SP2, etc.) and I get this error:

A suitable JVM could not be found. Please run the program again using
the option -is:javahome <JAVA HOME DIR>

I made sure that the JRE 5.0 from the Sun site was installed, but it
doesn't help.

Any ideas on how to solve this?

Did you add that option to the command that you use to launch the program?
It looks like it cannot find the JRE.  It could be that it does not know
how to find it automatically - that you just need to tell it which JRE is
should use.
