sort of "Windows Explorer" thing

Hi.
I`m suppose to write an application similar to "Windows Explorer". Could you
give me a piece of advice which library is it best to use. I would
appreciate if any advanced programmers would generally told me how to
properly plan writing such an application, from where to start and what to
do next.

sort of a "windows explorer" thing?

Why?

You start setting up the requirements, then begin the high level design
go into the detailled level desig and begin implementing.
