How do you make 2 windows (jframes, jpanels or whatever) in a gui so that
the user can change the width/height proportion that each takes up by
dragging the mouse on the border between the 2.... an example is in JBuilder
you can drag the mouse on the border between the project pane and the code
pane and make the project pane take up less/more space.

What you need is a JSplitpane.

Look at
http://java.sun.com/docs/books/tutorial/uiswing/components/components.html
to get an overview of all the different Swing components and their
capabilities.

That's the JSplitPane, which holds two components oriented vertically or
horizontally, so that you can have left/right or top/bottom components.
